The UK CAA adopted associated Means of Compliance alongside SC-VTOL in ORS9 Decision No.37. These documents provide accepted approaches for showing that a VTOL design meets the safety objectives in the Special Condition.
The MOC layer is where aircraft-level requirements become more practical: applicants can see accepted analyses, tests and design approaches that support a certification showing.
The CAA has stated that MOC to a Special Condition are not binding and are not the only possible means of compliance. An applicant may propose an alternative approach if it satisfactorily demonstrates compliance and is accepted by the authority.
