14 CFR Part 23 contains performance-based airworthiness standards for normal-category airplanes. The modern rule replaced many prescriptive design requirements with performance-based requirements supported by accepted means of compliance.
Electric conventional-takeoff airplanes that fall within Part 23 applicability can use this mature certification framework, with project-specific means of compliance addressing their electric propulsion, energy storage and system architectures.
The current Part 23 framework covers airplanes with a maximum seating capacity of 19 passengers or fewer and a maximum takeoff weight of 19,000 lb or less.
