MOC-5 SC-VTOL Issue 1 is EASA's Fifth Publication of Proposed Means of Compliance with the Special Condition VTOL. It proposes additional MOCs together with corrections and amendments to previously introduced material.
The consultation opened on 18 July 2025 and closed on 10 October 2025. EASA's consultation page continues to describe the document as proposed, and the EASA Comment-Response Tool shows it awaiting responses to comments. PropulsionWatch therefore does not present MOC-5 Issue 1 as final.
Proposed means of compliance can materially change how applicants plan tests, analyses and certification evidence. Tracking the proposal separately from final MOC publications makes the status difference explicit.
